	Experience with app-schema and the INSPIRE data model that may be of use for other developers. This tutorial is a side-product of the work developed in the European project Plan4All by <a href="http://en.turismo.gijon.es/" rel="nofollow" target="_blank">Gijon</a> City Council. The solution adopted by Gijon City Council was to publish the data using GeoServer and App-Schema, specifically the 2.2 SNAPSHOT of 2011-11-18.</p>

	Plan4all has considered ending with a printed book summarising the excursus of the work and the achievements, mainly on the basis of the idea that the achieved results about spatial planning interoperability should be spread among the wider communities at EU and international level as well.</p>

	The Plan4all project delivers technical results that will be of interest of spatial planners,&nbsp; GI experts and ICT professionals. The Plan4all Project fosters the exchange of ideas and experiences between those professional communities. To be fruitful, such dialogue requires a common language. This book, focussing on the approaches more than on the technicalities, is aimed&nbsp; to contribute to this common language.</p>

	<span style="font-size: 12px;"><strong>Final Conference of the Plan4all Project</strong></span></p>
<p style="text-align: justify;">
	<span style="font-size: 12px;">According to the EC Directive 2007, the Infrastructure for Spatial Information in the European Community (INSPIRE) has to be established in a near future in Europe.</span></p>
<p style="text-align: justify;">
	<span style="font-size: 12px;">It will assist policy-making in relation to policies and activities that have a direct or indirect impact on the environment; it is based on spatial information created by the Member States.</span></p>
<p style="text-align: justify;">
	<span style="font-size: 12px;">For public and private actors, this new pan-European Spatial Data Infrastructure will have crucial consequences on procedures and methodologies for spatial data sharing, new spatial planning standards, regional planning and land-use planning in Europe.</span></p>
<p style="text-align: justify;">
	<span style="font-size: 12px;">The first part of the Conference consists in three keynote speeches from the DG Environment, the Joint Research Centre and the DG Regio, and the second part will present the results of the EU Project funded by the eContent+ Program, which was focussing on the harmonisation of spatial planning data based on the existing best practices in EU regions and municipalities. It involved detailed description of the current description, and proposes, tests and implements spatial planning metadata profile, common data model and harmonisation procedures on the topics of e.g. land cover, land use, utility and government services, agricultural facilities, area management and risk zones.</span></p>

	FTZ (MT) produced 2 maps that pertain to the Plan4All requirements. The descriptions of the two layers are as follows:</p>

	<li>
		LandUse</li>
</ol>
<p>
	Land Cover Mapping in Malta was initiated as part of the accession exercise carried out to conform to the priority dataflow requirements as established by the European Environment Agency. The initial exercise was carried out for CLC2000 and was validated based on a 100% parameter take as sampling was deemed difficult due to the small area of the islands. A second run was carried out for CLC2006, where the opportunity was taken to carry out CLC1990 and change analysis for 1990-2000 and 2000-2006. The layer used for Plan4All is based on the CLC2006 map, which includes 19 categories (agriculture with significant area of natural vegetation, airports, complex cultivation patterns, coniferous forest, continuous urban fabric, discontinuous urban fabric, dump sites, green urban areas, industrial or commercial units, mineral extraction sites, mixed forest, non-irrigated arable land, port areas, salines, sclerophyllous vegetation, sea and ocean, sparsely vegetated areas, sport and leisure facilities, and vineyards).</p>
<p>
	The LandUse map for Malta was created for this project as based on the CLC mapping exercise with additional review of areas that pertain to specific development planning and environmental legislation. Malta has a series of maps that have been created for local planning purposes, quasi-equivalent to NUTS4/LAU1, which however do not have a harmonised attribute as well as spatial structure thus they were used only for comparative and specific use review.</p>
<p>
	LandUse in Malta is highly mixed, however most of the areas have a predominance of one main use which is mainly residential with commercial and industrial areas situated in specific locations.</p>
<p>
	The landuse attributes were those agreed at the Olomouc workshop (agriculture, commercial, industrial, mining/quarrying, natural, other, parks, residental, services, transportinfrastructure) and for each area the relevant legislation was consulted due to the fact that Malta as of 2010 has a combined development planning and environmental law, which identifies different levels of use and protection through a series of subsidiary legislation. Prior to 2010, there were two separate planning and environmental laws.</p>
<p>
	The data sources included development planning zoning, predominant landuse and data from the various spatial maps created for the legislative process inclusive of development application process, environmental protection and resource mapping.</p>

He focused on implementations of regional, national, and European Union-level initiatives within the framework of INSPIRE and presented a number of specific projects co-funded by EU including the Plan4all project.</p>

This infrastructure called &bdquo;INSPIRE - Infrastructure for Spatial Information in the European Community&ldquo; is under contruction and has to be operational in 2014.</span></p>

	The ministerial infrastructure (figure 6)is an Intranet based system that enable the operators to produce datasets and maps mainly using Map Info. They are published using Geoweb internally and Cartelie on the Internet. All the related metadata are stored into an internal catalogue Georepertoire and an external catalogue Adelie. Both are harvested by the National geoportal. .</p>

	<strong><em>Introduction</em></strong></p>

	<span style="font-size: 14px"><span style="font-family: sans-serif">Fondazzjoni Temi Zammit (FTZ) engaged the help of the Topographic Product Development (GI-Related) Management at the National Mapping Agency within Malta Environment &amp; Planning Authority (MEPA).</span></span></p>
<p>
	<span style="font-size: 14px"><span style="font-family: sans-serif">MEPA has been working on issues like European wide homogeneous data sets emphasizing on land cover topics for several years.&nbsp; Land cover plays an important role for environmental spatial and territorial analysis.&nbsp; Up-to-date data about land use and land cover is maintained at very high detail, nominally at 1:1000.&nbsp; In view of such detailed-scale usage, maps at scales required by Corine Land Cover are rarely used due to the generalized product that is not used for local consumption.&nbsp; This project required the acquisition of satellite imagery and photo interpretation methodologies for the main CLC2006 map and the 2000-2006 change analysis.&nbsp; Data sources that were used in conjunction with the EEA/JRC imagery included the national maps and ancillary data that include orthorectified imagery (2004), topographic maps, land use-maps as produced for local plans, habitats, agricultural, environmental datasets, and development planning parcels, amongst other datasets.</span></span></p>
<p>
	<span style="font-size: 14px"><span style="font-family: sans-serif">Malta is the smallest European Union member state both in terms of area and population size.&nbsp; It is situated in the central Mediterranean sea about 100 km south of Sicily.&nbsp; It consists of an archipelago of three main islands, namely Malta, Gozo and Comino, as well as a number of smaller uninhabited islets, for a total area of 316 sq. km.&nbsp; Malta&rsquo;s terrain consists of low hills with terraced fields, alternating with fertile valleys.&nbsp; The population of the islands stands at 430,000, making Malta one of the most densely populated countries in the world, with about 1,360 inhabitants per square kilometre.&nbsp; Malta constitutes a total of 68 municipalities, most of which are exceedingly small.&nbsp; The islands are notable for their unique historical and cultural heritage, as well as their maritime traditions in connection with their strategic position in the central Mediterranean and their fine natural harbours.</span></span></p>

The company does however supply technology for a significant amount of national, provincial and local spatial planning authorities throughout Norway and it is in this capacity that AVINET in addition to its technical role also serves the purpose of data provider for the content deployment and validation activities of Plan4all.</p>

	The City of Olomouc is situated in eastern part of Czech Republic, in central Moravia, as a centre of Olomouc Region.&nbsp; With population of aprox. 100,000 inhabitants, it is fifth largest city in the Czech Republic. City of olomouc area is about 100 km2, municipality office administrative unit area is about 500 km2, with 150,000 inhabitatnts (including Olomouc).&nbsp;</p>

			<title>Centrope Map</title>

			<description><![CDATA[<p>
	Centrope is the cross-border region around the boundary quadrangle between the Czech Republic, Slovakia, Hungary and Austria. CentropeMAP provides an interface for geodata stored in four different countries. The project was initiated in the year 2003 on behalf of the Eastern Austrian Planning Association (PGO, a co-operation of the three Austrian federal provinces Lower Austria, Burgenland and Vienna) with a base map of the region created with GIS software. For the first two years data exchange happened only offline, exchanging GIS layers on CD-ROM.</p>
<p>

<p>
	The CentropeMAP server was set up in the year 2005 and hosts a map server as well as geodata and a map viewing client. Since this time there has been free web access to all CentropeMAP-related datasets. The user receives maps showing data from servers all over the region together in the same view. In 2009 the extension CentropeSTATISTICS was added, featuring statistic data for the whole region. Again, datasets come from local authorities and are put together in one table. These data can be queried, exported, aggregated, and even visualised at the CentropeMAP portal. Although there is no problem of realising distributed statistic data storage from a technical point of view, the administrative structures in the four countries are still too different from each other to realise distributed data storage as far as statistics are concerned. Twice a year there are meetings with representatives from all partner regions to discuss the further development of CentropeMAP and CentropeSTATISTICS.</p>

	The CentropeMAP applications and files are hosted on a Linux operated server. Geodata on the server are stored either as shapefiles or in a PostgreSQL/PostGIS geodatabase. The map application is powered by two open source software packages: UMN Mapserver and the Mapbender Client, a PHP and Javascript web browser interface.</p>
<p>
	The CentropeSTATISTICS extension is a PHP and Javascript application that interacts with Mapbender and has been developed by CEIT Alanova, an applied research institute in Schwechat, Austria. Thematic maps are created using Styled Layer Descriptor (SLD), an XML standard defined by the Open Geospatial Consortium (OGC) to define the appearance of map layers. The statistic data is linked with an XML generator which allows the user to create chloroplethic maps on the fly.</p>

	<span style="font-size: 18px;"><strong>Limerick County&nbsp;Council</strong></span></h1>
<p>
	County Limerick, situated in the Mid-West of Ireland, dates back to the year 1210 when King John of England set up the first 12 Irish Counties, of which Limerick was one.&nbsp;&nbsp; The County itself comprises an area of approximately 2,735 square kilometres and contains 119 civil (i.e. pre-Reformation) parishes, 58 ecclesiastical parishes, 136 electoral divisions, 1,938 townlands, 5 local government electoral areas and 2 D&aacute;il Constituencies, East and West Limerick.&nbsp;&nbsp; The total population of the County was 121,281(Census 2002) which showed an increase of 7.3% since 1996.</p>
<p>
	Limerick County Council is the Local Government administrative body responsible for Limerick County and comprises an elected and executive structure.</p>

	<strong>ePlan</strong></p>
<p>
	ePlan is the spatial planning applications tracking system used by most Local Planning Authorities in Ireland - to administer and provide public web access to the local spatial planning process. ePlan is provided by the Irish LGMA (Local Government Management Agency). The ePlan system is unlikely to be made INSPIRE compliant in the near future, and so it aims to learn from and use useful best-practice results from Plan4all.</p>
<p>
	ePlan is a web based Planning Application tracking facility. It allows members of the public easy access to information on the status of planning applications. In 2006 the user base of this system was 33 sites. During 2007 ePlan was redeveloped. It now enables a member of the public to interrogate the planning files for a number of planning authorities simultaneously, provides a &#39;graphical&#39; depiction of the progress of the applications from receipt to determination and also improves the accessibility features of the application.</p>
<p>
	iPlan is another of the LGMA&rsquo;s Spatial Planning systems for Local Authorities. Itis a Planning Application Administration system used to process and monitor planning applications through the different stages of the planning process. During 2006, the LGMA completed the development and roll out of a major upgrade to the iPlan product. In 2006 iPlan was used in a total of 72 Planning Authority sites in Ireland.</p>
<p>
	&nbsp;<strong>ISDE - Irish Spatial Data Exchange</strong></p>

	The Irish Spatial Data Exchange (ISDE) is a discovery service for spatial data belonging to Public Authorities in Ireland.. Using the ISDE it is possible to search meta-data catalogues operated by each of its partner organisations. This can be done either using the <a href="http://www.isde.ie/">www.isde.ie</a>ISDE Search page, or by selecting the global option on the individual catalogue search pages from any of the partners&rsquo; websites.</p>
<p>
	The ISDE&rsquo;s architecture is distributed with a light central mediation service. The exchange is based around OGC and ISO standards, which allow it to be independent of any catalogue implementation technologies.</p>
<p>
	Development of the exchange was funded by the Information Society Fund (http://isf.gov.ie), the Irish Government&rsquo;s Department of Community, Environment and Natural Resources (DCENR) Change and Innovation Fund and the Marine Institute (<a href="http://www.marine.ie/">www.marine.ie</a>).</p>
<p>
	The current partners participating in the exchange are the Coastal and Marine Resource Centre at UCC;&nbsp; the Department of Communications, Energy and Natural Resources; the Environmental Protection Agency; the Geological Survey of Ireland;&nbsp;the Department of Environment, Heritage and Local Government and the Marine Institute.</p>
<p>
	The work of Plan4all in ireland has been to now include Planning sources from Ireland&rsquo;s Planning Authorties onto the ISDE and the Plan4all GeoPortal. This has been achieved by setting up a GeoNetwork/Geoserver platform at MAC, and which now appears as Catalogue on the ISDE (Available at &nbsp;&nbsp;&nbsp;&nbsp;&nbsp; <u><a href="http://gis.mac.ie/geonetwork">http://gis.mac.ie/geonetwork</a></u>and <u><a href="http://gis.mac.ie/geoserver">http://gis.mac.ie/geoserver</a></u>.</p>
<p>
	This Irish Plan4all Demonstration Prototype was setup using data from Limerick County Council the Irish Metadata Profile, which has just been agreed. Other Councils are currently being organised to also be included. This will enable the Councils to validate and explore the issues involved in doing the complete process of making their planning data INSPIRE compliant and will be shared freely through Plan4all with the other Irish Planning Authorities.</p>

	<span style="font-size: 18px;"><strong>Geosite</strong></span></h2>

	The Irish geosite is available through the Irish Spatial Data Excahnge (ISDE) GeoPortal at <a href="http://www.isde.ie/">www.isde.ie</a>, through the Plan4all GeoPortal, or the Irish Plan4all Demonstration portal at <u><a href="http://gis.mac.ie/geoserver">http://gis.mac.ie/geoserver</a>. </u>This site hosts OGC services which are accessible from any compatible client application and a web viewfinder of maps which provides the basic viewing functions and is structured in the following sections:</p>

		OGC services: Instructions to access OGC services: WMS, CWS, WFS,etc.</li>

	<span style="font-size: 18px;">Metadata&nbsp;- ISDE Irish Community Profile</span></h2>

	The Irish Plan4All portal is currently using the ISDE Irish Community Profile as its default metadata profile (see section 2.3.2). The Irish Community Profile has undergone several revisions to keep inline with the changes to the INSPIRE profile.</p>

	Metadata storage is automatically handled by Geonetwork as plain files. The upload into the server is made interactively by transferring metadata files and doing some basic configurations in the service.</p>
<p>
	In addition to consultation via the CSW protocol, it is possible to do an interactive direct search &nbsp;through the Geonetwork web interface. This interface, which lacks the simplicity necessary for many users, will undergo a graphic personalization and then it will be integrated in the map viewer / &nbsp;website and will not be used on its own anymore. The metadata download in a XML file can be done from the result page in a search.</p>

	<span style="font-size: 16px;">ISDE Community Profile for INSPIRE Spatial dataset</span></h3>
<p>
	The ISDE Community Profile for INSPIRE Spatial dataset and Spatial dataset series is based on ISO 19115 profile and ISO 19139 schema - Version 1.0. It was developed to open up the ISDE Catalogues, and has just been completed and debugged. It uses approaches and ideas from Plan4all (e.g. WP4,5,6). The ISDE Community Profile facilitates interoperability between all Irish agencies (including Planning Authorities) and makes it easier to find, use and share spatial data resources under INSPIRE.</p>
<p>
	The ISDE metadata profile for INSPIRE Spatial dataset and Spatial dataset series, identifies the metadata elements required by any organisation to accurately describe these types of spatial resources that can be searched through an INSPIRE (compliant) Discovery Service such as ISDE. The ISDE Community Profile is designed to support the documentation and discovery of terrestrial and marine spatial data resources, recognising the data management and sharing requirements within the ISDE community.</p>
<p>
	The ISDE Community Profile has been developed in accordance with the rules established by the International Standards Organisation (ie. ISO) by the Marine Institute with guidance by the partners in ISDE. The ISDE Community Profile is a subset of the international standard and includes all ISO 19115 core metadata elements. In addition, the ISDE Community Profile has defined supplementary elements, code-lists and vocabularies to assist in the description of spatial resources. These supplementary elements have been guided by the INSPIRE environmental directive on spatial data resources and have been implemented according to version 1.1 of the INSPIRE Metadata Implementing Rules technical guidelines. The ISDE Community Profile has used the &lsquo;Marine Community Profile of ISO 19115&rsquo; Version 1.4 produced by the Australian Ocean Data Centre as a template guide as shown in the following figure:&nbsp;</p>

	Hyperborea technological infrastructure&nbsp; is a fully OGC compliant SDI infrastructure based entirely on open source software.</p>

	<strong>Geosite</strong></p>
<p style="text-align: justify">
	Description: the site hosts OGC services which are accessible from any compatible client application and a web viewfinder of maps which provides the basic viewing functions. The web is structured in the following sections:</p>

		Search: find information available using metadata</li>

		OGC services: CWS, WMS, WFS, WCS.</li>
	<li style="text-align: justify">
		Downloads: data file download, via HTTP, to use with local applications.</li>

	The SDI has been build using opensource tools. Basically, GeoNetwork in order to provide searching services in metadata (CSW), GeoServer in order to provide map/features/visualization/download services (WMS and WFS) and PostgreSQL/PostGIS for vector data and metadata along with filesystem for shapefile data and/or raster.</p>
<p style="text-align: justify">
	<br />
	All services are working in a virtual machine with one processor 2.5 GHz, 2 GB of RAM memory and a Windows Server 2008 32bit operating system.</p>
<p style="text-align: justify">
	<br />
	The published spatial data are stored as spatial tables and as shapefiles.</p>
<p style="text-align: justify">

	<strong>Technology details</strong></p>

	Basically, the technological stack for services is java-based according to the following:</p>

		DBMS with spatial extension, accessed through JDBC</li>

		Java JVM 1.6 as runtime</li>

		Tomcat 6 as application server</li>

	All this applications run on a Windows 2008 Server 32bit operating system, but notice that all SDI components are fully cross-platform.</p>

	Data from different layers are available both as spatial tables in a PostgreSQL database (using PostGIS spatial extension) and as shapefiles. This database also provides the necessary support for the Geoserver application.</p>

	The light WMS client (the map viewer in our Geosite) has been developed over the Geoexplorer framework, so in Javascript, using the OpenLayers libraries and GEOExt, in order to develop the user&acute;s interface.</p>
<p style="text-align: justify">
	The data downloading services are provided through the direct download of files from the appropriate section in the web (HTTP protocol), using the standard Geoserver user interface over registered layers and allowing direct download in different formats through WMS and WFS services.</p>

	This paper introduce ideas to build social space for sharing spatial data, information, but also experience with sharing&nbsp; spatial data. The objective of&nbsp; <strong>4rh way to SDI</strong>&nbsp; is not to build one node or access point for accessing or&nbsp; collecting spatial information, the objective is to build network of nodes, where every node could be your access point for spatial information.&nbsp; The&nbsp; objective of <strong>4rh way to SDI</strong>&nbsp; is not to be alternative of such public initiatives like INSPIRE, GEOSS,&nbsp; GMESS or UNSDI but to give chance to anybody to profit from formed Global SDI using standards coming from this initiatives and using interoperability rules defined mainly by Open Geospatial Consortium and W3C. The objective of <strong>4rh way to SDI</strong>&nbsp; &nbsp;is not replace such useful initiatives as OpenStreetMap, but to make results of such initiatives&nbsp; better accessible for everybody. The objective of <strong>4rh way to SDI</strong>&nbsp;&nbsp; is not to remove such solution like Google Map or others, but give some alternative, where on one side people could share information in different environment including for example Google.&nbsp; The objective of <strong>4rh way to SDI</strong>&nbsp; is to support utilisation of Open Sources, but so called proprietary solution are not excluded from network, key aspect is interoperability. Objective of <strong>4rh way to SDI</strong>&nbsp; is also give chance to share and use spatial information to people, who doesn&rsquo;t have necessary infrastructure.</p>

Basically, GeoNetwork in order to provide searching services in metadata (CSW) and GeoServer in order to provide map/features/visualization services ( WMS and WFS). All services are working in a virtual machine with two processors, 4 Gb. of RAM memory&nbsp; and a Linux operating system.</span></p>

	<span style="font-size: 14px">The published spatial data are stored in files (.shp format) which are obtained by transforming data which is used at the city town hall&nbsp;and&nbsp; is&nbsp;originally in&nbsp;CAD applications format. &nbsp;</span></p>

	<strong>&ldquo;e-UP&rdquo;</strong>is a map web application, which allows easy and user-friendly displaying of a local plan on the web. The main design of the local plan concept, which can be divided into several theme layers, is included among the data layers. A reconnaissance city map, a cadastral map or an orthophoto linked via the WMS web service can be displayed as referential data. Further information layers of the local plan concept &ndash; such as territory studies, public works, etc. &ndash; can be displayed over these basic layers. The e-UP application is offered in the form of a service.</p>

<p>
	The e-UP Internet service made for the town of &Scaron;umperk under the name &ldquo;Concept of the Local plan&rdquo; won in the regional level of the competition Golden Coat of Arms 2010 (Zlat&yacute; erb) and was assessed the second best electronic service in the national level.</p>

	<strong>Available layers</strong></p>
<p>
	The e-UP is intended for making local plans and related information available to the public in the form of a web application; emphasis is put on clarity and as simple as possible use of the application. Absolutely faithful imaging of local plan designs, including the drawing of all marks, is its great advantage.</p>

	The basic variant includes 3 basic layers:</p>
<ul>

			the main design of the local plan,</p>
	</li>
	<li>
		<p>
			WMS cadastral maps (provided by Czech Office for Surveying, Mapping and Cadastre - ČUZK),</p>

	Furthermore, the variant includes one optional superimposed layer (VPS &ndash; public works), which can be displayed over any of the basic layers.</p>

	<strong>The map-mail</strong></p>
<p>
	The possibility of interactive contact between a user and the city-planning department of the relevant office is a significant characteristic of the application. In case, the user finds the information in the web application insufficient and he requires either more precise or broader information, he can mark the location in which he is interested and send an email with a&nbsp;request for information specification via this application.</p>

	The responsible employee of the relevant office receives this email including a URL link. This system saves time for citizens because they do not have to visit the office, and it specifies the purpose of the email request for the officer responsible for local planning.</p>

	<strong>Search for addresses</strong></p>
<p>
	The e-UP application allows fast localization in a map by means of a search for addresses. After a complete or a partial address (e.g. only a street) has been typed in, the application shows a list of found values, and marks the corresponding results in a map.</p>

	The e-UP also allows users to search not only for addresses but also for individual plots. After the number of a plot (including a slash) has been typed in, the application shows a list of found values, and marks the corresponding results in a map.</p>

	The interconnection of the graphic and descriptive part of a local plan allows easy orientation in the limitations and conditions of use, which a local plan sets for individual locations. The application is especially valuable for the lay public because every user of the e-UP application can find out relevant measures by a simple click of the mouse on a particular location;he or she does not have to have an in-depth knowledge of local planning or to search for specific information in an extensive textual part of the local plan.</p>

	The e-UP may also include a function of linking the search for plots with the real estate cadastre available in the web application &ldquo;Inspection of Real Estate Cadastre.&rdquo; Users thus can get access to up-to-date data in the cadastre register in a simple way and use them to expand information of the local plan. Connection with the WMS layer of the cadastre map provides up-to-date information on a location in the local plan from both the geospatial and the descriptive perspective.</p>

	The e-UP application is run on the HF Biz Ltd. server and its operation is offered to towns and municipalities in the form of a service. In practice this means that after signing a contract a municipality which decides to use this service hands over source files of the local plan and therewith its obligations end. The HF Biz Ltd. company adjusts the data and application according to the requirements of the municipality and publishes it on the web. The municipality can include a direct link to this application on its web pages.</p>

	The price for the e-UP service includes a one-time fee for the implementation of the service and a regular monthly fee for its operation and maintenance. The price depends on the size of the municipality and on the required functions of the service.</p>

	<span style="font-size: 12px;">The report &ldquo;Cluster of leading regional and local administration in building SDI for spatial planning&rdquo; starts with a description of the key-drivers of spatial planning in Europe for the 21st Century, describes on the basis of a European-wide survey the different planning systems in Europe and their relationship to SDI infrastructure, actual SDI projects in Europe, best practices of Planning and SDI, and indicates the concept of European Clusters.</span></p>

	D2.2 Analysis of Innovative Challenges - <span style="font-size: 12px;">this deliverable presents the results of task 2.2 which is part of WP2 &ndash; the state of the art analysis &ndash; and has the objective to analyse latest developments and innovative challenges in SDI building for spatial planning in Europe. 	The <span class="scayt-misspell" scayt_word="Geohosting" scaytid="183">Geohosting</span> system is able to work both with data stored directly on the internal server and with information accessible via web services. Data is saved in <span class="scayt-misspell" scayt_word="geodatabase" scaytid="185">geodatabase</span> by default, but the system is able to work also with data in individual files of different formats. Data repositories are represented by the File Repository and the <span class="scayt-misspell" scayt_word="GeoDatabase" scaytid="187">GeoDatabase</span>. Individual SW system components are:</p>

	Catalogue client allows search through connected <span class="scayt-misspell" scayt_word="metadata" scaytid="61">metadata</span> catalogues by catalogue service <span class="scayt-misspell" scayt_word="OGC" scaytid="65">OGC</span> <span class="scayt-misspell" scayt_word="CSW" scaytid="69">CSW</span>. Data can be search by text or by defined elements defined in standards (<span class="scayt-misspell" scayt_word="OGC" scaytid="67">OGC</span> <span class="scayt-misspell" scayt_word="CSW" scaytid="71">CSW</span> 2.0.2, AP ISO, INSPIRE). Basic elements are <span class="scayt-misspell" scayt_word="dataset" scaytid="3">dataset</span> and services. Basic elements can be extended by user demands but they will not be searchable on other catalogues. First version of catalogue used cascading of multiple services. This version support adding services independently on each other.</p>
<p>
	This application interact with map viewer so it can be added map services into map by one click. Another interaction is with <span class="scayt-misspell" scayt_word="metadata" scaytid="63">metadata</span> extractor. Documents or web pages stored by extractor can be opened also by one click.</p>

	EPF has joined to the consortium of 24 partners, working on the E-content funded project Plan4all,&nbsp;which&nbsp;should contribute to the standardisation in the field of spatial data from spatial planning point of view. Its activities and results will become a reference material for INSPIRE initiative; especially for data specification.</p>
<p>
	The role of EPF in the project is content provider, because of the strong relations with Bulgarian municipalities and the experience of our team members into GIS applications for regional and spatial planning purposes.</p>
<p>
	<span lang="en-US">The main objective for EPF&nbsp;within &nbsp;the Plan4all project is to offer to spatial planners in Bulgaria and operational environment for working with geospatial data,&nbsp; data models and metadata which are compliant with INSPIRE principles. That will be done trough dedicated geoportal, designed on the base of Plan4all project activities and results</span></p>
<p>
	<span lang="en-US">For testing purposes, EPF will deploy spatial planning data for two Bulgarian municipalities- Yambol and Varna.</span></p>

	The North-West RDA geoportal is a work in progress.</p>

	It started with an interim in-house test version, run on open source platforms, followed by an extended version on a test platform made available by Plan4all consortium. The solution used commercial Micka catalogue and open source Geohosting. Finally, following the national decision of the Romanian INSPIRE implementation team to use the Esri platform ArcGIS Server + ArcGIS Geoportal Extension for implementing the INSPIRE Romania geoportal, the North-West RDA selected the same solution (<font color="#0000ff"><u><a href="http://geoportal.nord-vest.ro:8080/geoportal">http://geoportal.nord-vest.ro:8080/geoportal</a></u></font>).</p>
